The National Energy Efficiency & Conservation Authority (NEECA) is an Authority established under the Ministry of Energy (Power Division) and serves as a federal focal agency mandated for initiating, catalyzing and coordinating all Energy Conservation activities in different sectors of economy. The authority to provide for establishment of institutions and enunciation of mechanism and procedures to provide for effective conservation and efficient use of energy. NEECA has been charged with a wide range of responsibilities including:-

Message by Managing Director
Energy Efficiency and Conservation is an issue of urgent concern around the globe. The advent of 2015 Paris agreement has changed the importance of climate change from secondary to primary, while making it prominent for especially the global south. This is where we connect the dots between the need to reduce the consumption of fossil fuels as the source of energy, and switching to a net zero emissions strategy for a sustainable future.
Pakistan is amongst the states which lie at the forefront of extreme climate events, and needs to adopt a proactive strategy to fight back the climate challenge. Here, the National Energy Efficiency & Conservation Authority (NEECA) has the aim to promote energy efficiency and conservation in accordance with the Sustainable Development Goal 7 on affordable and clean energy, which is undoubtedly, a broad subject.
NEECA’s mandate includes five key sectoral areas which include transport, buildings, agriculture, industry and power. NEECA has designated provincial agencies on energy efficiency and conservation, as per the NEECA Act. These provincial agencies are also assigned to implement NEECA’s mandate at the provincial level.
To streamline its efforts towards an energy efficient Pakistan, NEECA has devised a Strategic Plan for 2020-2023. In addition, the authority has engaged with various stakeholders including associations, such as appliances, manufacturers and assemblers, builders, developers, industries, and transport etc, to introduce and implement the compliance of efficient energy standards and a labeling regime in Pakistan. Moreover, the minimum energy performance standards (MEPS) have already been introduced.
The Authority has the vision to collaborate with leading technical universities, private sector energy consumers, and electric appliances and vehicle manufacturers, to address Pakistan’s energy intensity, which is aimed to be lowered from where it is today. For this purpose, at least 3 million tons of oil equivalent (mtoe) need to be reduced from primary energy supply, in the next three years. NEECA has prioritized three main sectors, including industry, domestic and transport.
NEECA is geared up to conduct the demand side management, and hopes that this sort of tariffs, will always bring incentive for energy efficiency. We will also spearhead mutually beneficial collaborations to attract international financing from donors, and the donors can play a vital role in making NEECA a success. In addition we also intend to promote awareness campaigns going forward, on product to product basis, as well as improving the energy consumption practices.
